A tag manager decides what would run. This container is simulated, so a click shows the match without loading Google Tag Manager.
Simulated container
A tag manager is a list of triggers, tags, and variables. A trigger watches the page. A tag is what would run. A variable fills a blank in the tag. This container is local. It does not load Google Tag Manager.
